Installing Studs
Ok putting stubs in a new track, is it better to install them with the track on the sled or on the floor? Only 108 studs.

Unless you're removing the track for some other reason, you can install studs on the sled fairly easily.
However, installing stubs on the floor, I'm not so sure about........

I ripped a hole in the track last year. Wanted to see if it would be easier to install the studs before I put the new track on.

Yes, then you would want to stud the track before installing
